Half a page of Kids Rule O.K. was removed from this issue in an attempt to reduce the violent content. There is also an unexplained edit in Hell's Highway, where the art has obviously been altered very badly, with the dialogue for that panel deleted entirely. Unfortunately, even these crude edits were too little too late. | | |

This was the final issue of Action to be published before the ban. The issue that was due to follow got no further than the printers, as it was pulped before distribution. Action returned on the 4th December, a shadow of its former self. |

Dredger and Breed are called upon to break into a bank after a fellow agent washes up in the Thames. The bank is a front for an information clearing house. Dredger enlists the help of an old friend in breaching the walls of Scorzian Securities. Runty looks like a tramp, but is very rich from all the jobs he's pulled. Soon the three men are making their way through the sewers and into the basement of the bank. Inside they find a goldmine of classified information, but accidentally trip a silent alarm that sends the Scorzian guards running. Dredger senses danger and the three men escape into the tunnels. They steal a dustcart. With the guards in pursuit, Dredger empties the waste onto their car, and they lose the tail. Breed tells Dredger and Runty not to get any ideas about keeping all the money he saw them stuffing into their pockets whilst they were in the vault. |  | Probationer
Dave refuses to help Gloria as Slater is dragged away. The police arrive, and Slater makes a run for it across the dog track. In the chaos that follows, he slips into the crowd. He returns to trouble Dave again the next day. Slater is planning to flee to Brazil as things are getting too hot for him in Birmingham. Dave laughs at him, but Slater wants help raising the money. He's bought a van load of high quality suits to sell on the black market, and wants Dave to assist him. Gloria persuades Slater to try a suit on, but Slater has been ripped off. The van contains cases of prison greys, which are worthless. Worse still for Slater, he borrowed £500 from loan sharks the Marconi brothers to fund the deal, and has only two days to pay them back. Dave begins to gloat, but Slater reminds him that unless he plays ball, he'll be looking at five years inside. |  | Hellman on the Russian Front
Hellman lies over the card table with a knife between his shoulder blades. Schwarz pulls a machine gun out to keep the other convicts at bay. Suddenly Hellman sits up. Schwarz fires, but the Major is wearing armour beneath his cape and is unhurt. Big Max grabs Schwarz and throws him across the wall to the waiting Russians. The next day the Germans are awoken by the sound of Schwarz's screams coming through a Tannoy. Hellman elects to go and put the traitor out of his misery, but arriving in the Russian camp, he discovers it is an NKVD ploy. Schwarz is not there, it was just a tape playing. Schwarz is now collaborating with the Russians and they have already moved in and captured Hammer Force. Hellman's men lie dead, except for Max, Brenner and Dekker, who Schwarz wants saved for himself. As his crew face an NKVD axeman, Hellman desperately plans a way to save them. |  | Kids Rule O.K.
As Roker gloats, Ray swings his body up from under the ladder, smashing Roker in the knee and causing him to drop the knife. Roker brings his fists down on Ray's hands, causing him to drop, but Ray grabs hold of a trailing rope and lands safely. Minutes later he is reunited with the gang and they retreat to safety. They decide that rather than seek revenge, it is best to leave the area as there is nothing to keep them there. The next day they head down into the tube station, intending to head for Baker Street, but they run into a group of police cadets, who wade in with their truncheons. |  | Hook Jaw
Hook Jaw attacks Gunn's gang. Ernie Hodges swims away in terror which the Great White senses. Hodges strikes at Hook Jaw's one good eye, but is hit by the tail. Gunn swims to save him. Soon they are on the surface and are picked up by the boat. Hook Jaw swims towards the vessel. Fearing the shark will sink them, Gunn throws Hodges over the side to his death. The boat moves off, but Hook Jaw gives chase. Gunn throws a grenade which wounds the shark. Hook Jaw breaks off the attack. As they reach the shore, the gang are captured by an Army patrol. A Navy helicopter flies overhead. Having dropped a dinghy, a diver prepares to view the wreck. He is lowered from a line. Gunn's men shout a warning but the Army and Navy are unaware that Hook Jaw is below. |  | Look Out For Lefty!
Lefty survives another bottle throwing, but before the police can act, the Rippers move again. He decides to goad the Rippers, making jibes and presenting them with an easy target. As another volley hits the pitch, the police collar the thugs, leading them out of the ground to their waiting vans. Rotherfield now start to foul Lefty, earning him a free kick with which to open his scoring account. Minutes later he scores again, impressing Jim Bowker enough to grant Lefty a permanent place on the team. Outside, Nick and Spicer, two of the Rippers, escape from custody and steal a pair of motorbikes. They head for the junk shop with malicious intent. |  | Death Game 1999
Joe runs Kruger through the mill during training. Smailes placates his man with a visit to Dr. Jeckle. Jeckle has built a tiny but powerful bomb for Kruger to fit to Taggart's spike iron. Once the firing pin is struck, the bomb will detonate, killing Joe. The Killers are wary of Kruger and discuss tactics on the boat to Alcatraz. There is much at stake as both teams are fighting for their freedom. The losers will earn a ticket to Death Row. The match begins, with Taggart electing to attack first. He is unaware that Kruger has planted the bomb as he heads out onto the ice. |  | Hell's Highway
Danny and Steve are intercepted by two Cuban agents. The whole scheme has been hatched to get rid of the refugees, who are seen as an embarrassment to both countries. Danny strikes one Cuban just as his gun fires, killing the other agent. The two truckers steal the Cubans' pickup truck and head off in search of their rig, pausing only to run down the remaining Cuban. They eventually catch up with the rig in the Everglades. Steve jumps on board and takes out Hartwell's men. The truckers free the refugees, but more of Hartwell's men arrive and force the Cubans back into the truck. Steve and Danny are backed into the swamp where the agents intend to dispose of them for good. |
